Dr. Elizeus Kalugendo John is a Board member and chairperson of Finance and Administration committee of the Universal Communication Access Fund (UCSAF) for three years (3) commencing 3rd July, 2021. Dr. Kalugendo is also a member of Advisory Committee for Fire and Resecure Force Welfare Fund since 24th March, 2021.

As professional Accountant, Dr. Kalugendo is a Certified Public Accountant and has a Diploma in APSAS, both awarded by the National Board of Accountants and Auditors.  Dr. Kalugendo managed to improve preparation of Consolidated Financial Statements which complied with International Public Sector Accounting Standards (IPSAS) and as per the requirements of Public Finance Act, chapter 348. In executing his task, Dr. Kalugendo has prepared and disseminated various accounting and procedure guidelines and monitor their implementation which has improved transparency and accountability of public resources. At the Ministry of Finance and Planning, Dr. Kalugendo is charged with the consolidation of National Accounts.

Dr. Kalugendo holds a PhD in Business Administration (Finance) from the Open University of Tanzania, with his thesis topic: Influence of Mobile Money Services Usage on Small and Medium Enterprises Operation in Tanzania.  Dr. Kalugendo has a Master in Business Administration (MBA – Corporate Management) from Mzumbe University in Tanzania and a Master of Science in Finance from the University of Strathclyde (UK). Dr. Kalugendo has published in several international journals including: Influence of Perceived Risk on the uptake of Mobile money Services by SMEs Operations in Karagwe District, Tanzania;  Influence of Perceived Trust on Mobile Money Services usage by SMEs operations in Dodoma City, Tanzania;  Adoption of Mobile money Services among University Students in Tanzania;  and An analysis of Behavioral Intention toward actual Usage of Open Source Software among Students in private High Learning Institution in Tanzania.
